HORACIO MARTIN

President & Engineering Manager

As Engineering Manager, Horacio Martin oversees the material testing and special inspection operations of Caltech Labs both in the lab and in the field. His oversight also includes keeping current accreditation with OSHPD, DSA, CCRL, AMRL and AASHTO.

Mr Martin began his career while being a student at San Diego State University. He eventually graduated with a BS in Civil Engineering and became a Registered Civil Engineer in the State of California. Mr. Martin currently holds an OSHPD Class A Hospital Inspector License, ACI Concrete Strength Testing Certificate, ACI Field Testing Technician Certificate and NITC ASSE 6020 Medical Gas Inspector and State of California Safety Assessment Program-CA Disaster Service Worker-Volunteer.

Being both a Registered Civil Engineer and Inspector of Record, Mr. Martin brings a unique level of experience that is advantageous to a construction team. He brings invaluable insight and expertise which is essential to the success of any construction project.

JESSY PELAYO

Operations Manager

Jessy started off in the construction inspection industry in 2011 providing on-site TIO and Administrative support on individual OSHPD/HCAI projects for an Inspector of Record firm. He has since moved into a supervisory role at Caltech Labs and oversees the daily operations and is responsible for coordinating all field personnel. He serves as the main point of contact for many of our clients and is responsible for coordinating the start of new projects and assuring all of it’s needs are met through completion.
